Uniting communities to actively build awareness and train citizens on how to prevent child sexual abuse.A grassroots movement is gaining momentum across Massachusetts that's providing adults and communities with the knowledge and skills they need to put an end to the silence. And eventually, the epidemic.
 
Since 2002, the Massachusetts Child Sexual Abuse Prevention Partnership, a collaboration of over two dozen private and public organizations, has led the Enough Abuse Campaign in its work to identify, test and replicate effective strategies to engage adults and communities in the fight to end child sexual abuse. Over 20 communities have become part of the Campaign and thousands of citizens in Massachusetts have been educated about sexual abuse and how to prevent it.

Our task now is to grow this movement all across our state. Working together, we can reclaim the right of every child to a safe and healthy childhood, and the right of every adult to a life free from the devastating and costly aftermath of child sexual abuse.

The NCAC Extended Forensic Interview (EFI) is an expanded forensic interview of a child where there are serious concerns about possible abuse of the child or concerns that the child may have witnessed violence against another person. The EFI uses the same questioning strategies and techniques in a forensic interview, but increases the number of interview sessions with the child and thereby increases the number of opportunities the child has to provide information about a variety of topics. We help internet service providers and hosting companies to combat the abuse of their networks through our ‘notice and take down service which alerts them to content within our remit so they can remove it from their networks.
 
We also provide unique data to law enforcement partners in the UK and abroad to assist investigations into the distributors. As a result of this approach the content we deal with has been virtually eradicated from UK networks.
 
As sexually abusive images of children are primarily hosted abroad, we facilitate the industry-led initiative to protect users from inadvertent exposure to this content by blocking access to it through our provision of a dynamic list of child sexual abuse web pages.


Reporting & victim advocacy assistance

We have talked with CPS workers, lawyers, psychologists, and child advocacy center workers regarding a lot of issues with reporting and protecting children. Everyone we talked with agrees that the system is far from perfect. Are there good CPS and law enforcement workers - ABSOLUTELY. And we salute them. Here is what we've put together for when you're having issues reporting and how to report. 

First off - you only need reasonable suspicion to report. You do not need solid evidence. Before anything and as soon as you suspect something- DO NOT ASK THE CHILD ANY QUESTIONS. The professionals investigating will fear that you may unintentionally influence the child's report and this can lead to issues with them believing the child is telling the truth. 


#1. Always call the police and file a report. Always. CPS & the law enforcement do not always communicate as best they should. But you need to get the potential perp's name into the system. If the child is being sexually assaulted and you feel that a specimen sample can be taken orally, vaginally, anally take the child to an emergency room - Google "pediatric sane" and your state to learn more about access to these services

#2 Call CPS. There is a mandated period of time that they are required to respond. Find out what it is in your area. 

#3. Contact your local children's advocacy center, rape crisis center or domestic violence center and get the 411 on the process of the investigation and what you can expect. Often, they will not conduct a medical examination unless the child makes an "out cry" of their abuse. 

#4. Remain as calm as you can. The more emotional/hysterical you are about the abuse, the more you put yourself to look "unstable" in the eyes of a CPS worker who does not have sympathy for your circumstances. Especially if the abuser is a skilled groomer - they will use your emotional state against you. They will pull a "she's crazy" "they're vindictive" ploy while they remain cool as a cucumber. You can still be firm and express the seriousness of your concern, but if you lose control it might bite you in the end. 

#5. Find a Clinical Psychologist PhD who has experience with child sexual abuse. You may need them to evaluate the child and testify on their behalf. 

If the perp is a family member, an ex-husband etc, you must be extremely careful. Some workers are trained to be more suspicious of these reports because of the increased number of potentially "false claims" against a spouse etc. You need to show them that you're not doing this out of spite. 

In MA there is a series of interviews that a child advocacy center will have with the victim in order to give them the best chance of reporting their abuse properly and truthfully. This is extremely important with young victims. You, as the reporter, must advocate for their communication needs. Understand what your options are when it comes to how and when your child is being interviewed. 

If the investigation seems to be mishandled or isn't going anywhere you have options. 

#1. If you are a professional that works with children, you are required by law to file a report of all suspicions of abuse to the police. If you are the parent/guardian, and the abuser may be able to attain custody of the child, call your local child advocacy center for advice. If CPS is repeatedly closing reports because they do not have enough evidence to continue, it unfortunately can work against you, making you appear "vindictive" or "hysterical" and be used against you in family court. 

#2. You can file complaints against CPS.

#3. You can contact the District Attorney's office - when reports of a suspected perp keep coming into their office it will get their attention and calling the DA lets them know you're serious about your concern and how it's being investigated.

#4. You can reach out to one of the below organizations for assistance with advocacy, resources, pro bono law services etc.

The Hotline offers crisis intervention, information, literature, and referrals to thousands of emergency, social service, and support resources. All calls are anonymous and confidential.

WHAT WE DO: The Center for Search & Investigations (CFSI) assists & trains families, communities & law enforcement agencies in facilitating the search and location of missing children nationwide in order to safeguard children from abduction, human trafficking & exploitation.  The Center for Search & Investigations is pending 501(c)(3) status.

WHY WE DO IT: The United States Department of Justice reports over 2,100 children go missing a day equaling approximately 800,000 reported missing every year.  Many missing children are in danger of human trafficking (becoming sex slaves) or being killed.  The truth is runaways can be in as much danger as those abducted.  CFSI refuses to ignore these facts. They dedicate their services to help find missing and endangered children. When families have felt abandoned and hopeless CFSI has been there to extend their resources. CFSI treats every missing child case with the utmost importance and is committed to getting the cooperation of police while demanding local as well as national media attention. CFSI is devoted to locating & returning children home SAFE in a fast, efficient, and caring manner. CFSI's services are always offered free of charge to the parents of missing children.

Court Appointed Special Advocates for Children www.casaforchildren.org

CASA volunteers are appointed by judges to watch over and advocate for abused and neglected children, to make sure they don’t get lost in the overburdened legal and social service system or languish in inappropriate group or foster homes. Volunteers stay with each case until it is closed and the child is placed in a safe, permanent home. For many abused children, their CASA volunteer will be the one constant adult presence in their lives.

Independent research has demonstrated that children with a CASA volunteer are substantially less likely to spend time in long-term foster care and less likely to reenter care. Read more evidence of effectiveness.

Who Are CASA Volunteers? Last year, more than 77,000 CASA and guardian ad litem (GAL) volunteers helped 234,000 abused and neglected children find safe, permanent homes. CASA volunteers are everyday citizens who have undergone screening and training with their local CASA/GAL program.

Who Are the Children CASA Volunteers Help?Judges appoint CASA volunteers to represent the best interests of children who have been removed from their homes due to abuse or neglect. Each year, more than 600,000 children experience foster care in this country. OSA started when we looked for an online support group for ourselves. Our search turned up two types of groups: The first type was extremely supportive and nurturing, but lacked any belief or commitment to actually getting better. It was merely a place to share struggles, yet without hope of finding a way out. The second type was very uplifting and encouraging, yet gave the impression that healing was a matter of determination and positive attitude. We knew from our own healing journey that all of those were necessary to heal, but we also knew that without practical answers and tools for recovery there would be no permanent improvement. Since we didn’t find what we were looking for, we started our own group and Overcoming Sexual Abuse was born.
